This survey gathers staffing, turnover, and HR-capacity information from Texas cities, counties, and special districts, with particular attention to organizations under 100 employees.

Exact figures are welcome. A good-faith estimate is fine anywhere records are not close at hand, and every question that needs it offers a "Don't know" option.
